On Some San Pablo Lots, Water Has a Say in Where the Fence Goes
Some of the subdivisions off San Pablo Road were platted with their stormwater system designed in, which can mean drainage and utility easements along rear or side lot lines and retention ponds behind some rows of houses. Where an easement is shown on your survey, it applies whether or not anything visible marks it on the ground, so the survey is the first thing to look at.
Then there is the ground itself. Some lots in the area have a low corner or a strip along the back that stays wet after a hard storm, and a post hole in that spot can take on water while it is being dug. Retention ponds. If your lot backs onto one, the back of your yard is part of a stormwater system, not just a view. Pond banks slope, they need maintenance access, and the plat or the community rules may set how close anything can be built. A fence run down a pond bank also has to deal with grade and with water that rises up it.
Saturated ground. Where a lot has ground that stays wet, setting posts is a technique problem, not a bad-luck problem. Hole depth, how the hole is cut, how it is dewatered, how the concrete goes in and how the spoil gets compacted back are all decisions that separate a fence that stays plumb from one that does not.
Fence Materials for Lots With Wet Ground or a Pond Line
Wood is still a common choice and it works, but on a lot with damp ground the weak point is the few inches of post at ground level where wet ground meets air. That means post treatment, hardware choice and how the base is finished matter more than they would on higher, drier ground. We would rather explain that up front than have you find it out.
Vinyl takes the rot problem off the table for the panel and the rail, which is a real advantage in a yard that stays damp. The post still goes into the same hole, so how it is set is what determines whether it lasts.
Aluminum is a strong option on a pond lot. Water passes through it instead of piling against it, it racks down a sloping bank without the panels looking wrong, and it keeps the view your lot was laid out to have. Whether it suits depends on the privacy you want and on any community rules for pond lines.
Premium composite on an aluminum frame gives you full privacy without putting a wood post into ground that stays damp. On a low lot where privacy is the goal, that combination is worth pricing against the alternatives.

Yes, if they are set properly. Wet ground is a known condition, not a surprise. What matters is hole depth and shape, getting standing water and slurry out of the hole before concrete goes in, and compacting the backfill instead of just pushing the spoil back. When a post ends up leaning on a wet lot, one of those steps being skipped is a common reason.
It can, and on a flat lot that already drains slowly it is the thing to get right. A solid panel sitting flush to the ground across a path water uses is a small dam. Leaving a deliberate gap under the panels, shifting the line off the drainage path, or changing material where water crosses can all solve it. That is worth looking at during the estimate rather than after the first heavy rain.
