Aluminum is often the material that solves the front yard. That second reason is also why it is a practical pick on oceanfront lots.

It can, and it is a situation that surprises people. A corner lot has two street frontages, so the placement rules that apply to the front of a standard lot may apply along both sides. It can, but it needs the right hardware and honest expectations about maintenance. Salt air tends to affect metal first, so on higher-exposure properties fasteners, hinges and latches should be specified for coastal exposure or the hardware can fail while the boards are still sound. The wood itself will want attention on a schedule, and closer to the water that schedule may be shorter. If you do not want that commitment, vinyl or aluminum is the better conversation.
Replacing a fence is still fence work, and the permit question does not disappear because something used to stand there. It is also worth knowing that an old fence is not proof that its position was ever compliant or on the correct line.
